Advisory Boundary Committee (ABC)
What is the ABC?
The School Board Policy states the ABC "is a citizens advisory committee established to
assist District staff in working with the community to develop recommendations for
establishment of adjustments to attendance boundaries that accommodate the opening of
new schools, to ensure optimal facility utilization, and/or accommodate space needs for
program changes".
What does the ABC do?
The policy states, the ABC "utilizes the attendance -zone criteria in Policy 5.01(1) & (2),
'Student Assignment' in making boundary recommendations to the Superintendent, who in
turn makes final recommendations to the School Board under policy 5.01 (4). The board
has final authority in the establishment of boundaries.
Who is on the ABC?
The ABC is comprised of 19 voting members from various community groups. The County
Council of PTA/PTSA is asked to appoint one (1) representative to the board. The school
board policy states that the representative is "appointed to serve throughout a period of
time in which attendance zone changes are considered, recommended, and adopted for
the next or subsequent school year (boundary cycle). "
This means that the representative is appointed for a time period that crosses school
years.
What is the responsibility of the representative?
The representative to this committee shall present matters of concern from the
perspective of the County Council of PTA/PTSAs and be able to "maintain a global view
of the District, its students, and the issues and policies impacting and guiding the setting
of school attendance boundaries" as stated in the school board policy.
When does the ABC meet?
In the past the committee met the 1st & 3rd Thursday evening from April and into June.
In 2007 T the committee is meeting on average every other week starting in March and
going through June. Then sub-committees will host community forums. Representative are
asked to stay on the committee until the school board establishes boundaries for the cycle
- usually the following February.
Where does the ABC meet?
The ABC meets at the Fulton-Holland Educational Services Center in the Board Room
from 6:30 -8:30pm on designated Thursdays. Meeting dates and agendas are available
on the Districts website.
Who can attend?
Meetings are open to the public. Time is allocated at each meeting for public comments
speaking to the meetings agenda items.



We held one meeting in September, on the 20th, to review how the 12th day counts effected
decisions already made by the committee for studies going out to the community. As a
result of this review Study W-2 was dropped and more questions and discussions ensued
on PAV. Community input meetings were set for all possible studies.

NOTE: Please be aware that the ABC cannot address program issues at schools. Often it is
seen as a simple solution to remove a program and do away with any boundary changes.
Many speakers from the public have provided "suggestions" to the ABC to remove
programs from the schools and go after boundary jumpers, as if we have a say in such
matters. Members of the committee may or may not agree with these recommendations, but
either way it is outside of the scope of the ABC and needs to be addressed to the
appropriate school district staff. Your school principal would be the best place to start
addressing those concerns.
When will they meet again?
The committee will meet on October 4th at the Fulton-Holland Educational Services Center
in the Board Room from 6:30 -8:30pm. Clarification of 03-X will be discussed. Time is
allocated at each meeting for public comments speaking to the meetings agenda items.
Dates, times and locations for the Community input meetings will also be finalized at this
meeting.
What does this have to do with you and your school?
As your representative from the council I will attend these meetings and address the
concerns of PTA/PTSA as it pertains to the boundary changes. Send your comments,
